ADR-0002: Use TypeDoc

Accepted. TypeDoc owns the rendered HTML reference for exported TypeScript entry points; the compiler inventory proves non-exported coverage. TypeDoc HTML is copied as a static subtree so the portal does not compile thousands of duplicate Docusaurus routes. Canonical record: docs/adr/0002-use-typedoc.md.
